Question: Why create a federal office for APS when it is largely a state function?
APS exists in all the states in some form or another. There are federal and state monies that fund the service and programs it provides to assist adults. APS programs and services vary widely throughout the states. As a result, there have been a number of issues that arise that would benefit from federal leadership. The creation of a federal home for APS is not intended to make APS a federal program. Rather, it is intended to provide some federal leadership in coming to terms with the best ways in which to protect vulnerable adults, and senior citizens. This is a proposal embraced by the APS community.
